Players start by choosing a civilization to lead and then take turns building cities, gathering resources, recruiting warriors, and expanding their territories. Each turn, players can choose whether to focus on building up their own civilization or negotiating alliances with other players. Alliances can be formed through trade agreements, military pacts, or even arranged marriages between rulers. As players expand their empires and amass wealth and armies, they will face challenges from rival civilizations as well as random events that can impact the game. Players must carefully manage their resources and make strategic decisions about when to declare war or seek peace in order to ensure the survival of their civilization.
The game ends when one player achieves the victory condition by either conquering all other civilizations or accumulating a certain number of victory points through expansion, diplomacy, and economic growth. The player who is able to navigate the complex web of relationships between civilizations and emerge victorious will be declared the winner of Empires of War.
